On 08 November 2013, BG József SZPISJÁK, Chief of Staff (COS) of EUFOR visited the Armed Forces of BiH (AF BiH) 5th Infantry Brigade.
The main aim for the visit was to officially meet the Brigade Commander, Brigadier Kenan DAUTOVIĆ. After they met, the Brigade Commander introduced COS EUFOR to the Unit of his staff that provided a brief on the upcoming Exercise Dynamic Response 14-5.
On 06 and 07 November 2013 the 7th Joint EUFOR/Armed Force of Bosnia & Herzegovina Engineering Conference was conducted inside Camp BUTMIR, HQ EUFOR. The aim of the Conference was to establish and agree on the necessary foundations for the Armed Forces of Bosnia and Herzegovina (AF BiH) to progress towards engineering inter-operability and a self-sustaining engineering training programme.
On 6 November 2013 the Commander of EUFOR, Major General Dieter Heidecker, attended the 3rd Strategic Committee for Weapons, Ammunition and Explosive Ordnance held at the Hotel “Europe” Sarajevo. The Committee was organised by the OSCE Mission to BiH and Ministry of Defence of Bosnia and Herzegovina.
The Strategic Committee’s aim is to speed up the process of resolving the surplus arms, ammunition and explosive ordnance which are under the control of the Armed Forces of BiH and to do this with greater transparency as this represents a serious threat to the safe and secure environment for the citizens of Bosnia and Herzegovina.
On 31 October 2013, EUFOR Lessons Learned (LL) Embedded Advisory Team (EAT) conducted a one–day LL Staff Officer seminar at the in 6th Infantry Brigade location in Banja Luka. The seminar was attended by soldiers linked to the LL system from 6th Infantry Brigade, Air Force & Air Defense Brigade and the Support Command. The main goal of the seminar was to provide the participants with LL awareness and to discuss the future areas of students work as an LL specialist.
Additionally the seminar also provided the opportunity to improve basic LL knowledge of personnel and the whole system in the Armed Forces of Bosnia and Herzegovina (AF BiH). Lectures also enabled the preparation of students for participation in specialized courses on LL organized by NATO and other LL specialization training courses in BiH.
On Tuesday the 5th of November 2013, the EUFOR members from Slovak contingent in the Operation ALTHEA in Bosnia and Herzegovina provided assistance to a married couple who crashed their car near to Visegrad.
Captain Vladimir Toth and Sergeant 1st Class Juraj Stelbacky from the Slovakian Liaison and Observation Team (LOT) Visegrad witnessed the accident. The driver of the car lost control due to the wet weather conditions which overturned onto its roof.
On 4 November 13 the first module of the latest Geographical Services course commenced, with an opening ceremony and welcoming remarks from the Chief of Training in EUFOR, Lt Col Johan Bouhuys. The ceremony was also attended by representatives from the Armed Forces of Bosnia and Herzegovina (AF BiH), EUFOR, and NATO CIS Advisor, Major Erdem Onk. The course took place at the Rajlovac barracks under the responsibility of the AF BiH with a total of 12 trainees taking part.
On 1 November 2013 the EUFOR Capacity Building and Training course in Communications and Information Systems (CIS) for the Armed Forces of Bosnia and Herzegovina (AF BiH) completed with a closing ceremony. One of the pillars of the EUFOR mission is to support capacity building and training and to support the AF BiH in the development of a self-sustainable training system.
On 31 October 2013 a EUFOR team led by the Chief of Staff (COS) of EUFOR, Brigadier General József Szpisják played in a friendly football competition with the Armed Forces of BiH (AF BiH).
Members of EUFOR personnel visited the AF BiH 4th Infantry Brigade to play in the long awaited indoor football competition. The idea for this event was initiated during the last NCO day which was held at Capljina in September where the Headquarters of AF BiH 4th Infantry BDE is located.
On 30 October 2013 Chief of Staff EUFOR, Brigadier General József Szpisják, met with Mr. Charles W. Bennett, the newly appointed Director of the International Criminal Investigative Training Assistance Program (ICITAP) to Bosnia and Herzegovina (BiH).
The meeting took place inside EUFOR Headquarters at Camp Butmir, Sarajevo. Mr Bennett enjoyed a 40-year career in United States police force before joining the US Embassy’s Department of Justice, International Criminal Investigative Training Assistance Program (ICITAP) office, first as the Program Manager and now as the Director in BiH.
On the morning of 30 October 2013, the Austrian Federal President, His Excellency Dr Heinz Fischer, arrived in Bosnia and Herzegovina (BiH) for an official visit on board of a military aircraft C-130 Hercules at Sarajevo International Airport.
The Austrian President was accompanied by a delegation headed by Austria's Minister of Defence and Sports, Gerald Klug, and including Lieutenant General Bernhard Bair, Deputy Chief of General Staff and Brigadier General Dr. Johann Frank, Head of Division for Security Political Analysis.
The forth group of students from the Armed Forces of BiH completed the EUFOR Capacity Building and Training ‘Military Movement Control Training Course’ 30 October 13. The group of students consisted of both Officers and NCOs from different units and covered transport and movement procedures which are in line with NATO standards. Building the transport structure of the Armed Forces of Bosnia & Herzegovina (AF BiH) to meet the interoperability requirements to operate with the Armed Forces of other countries is one of the key tasks of EUFOR.
On 25 October 2013 members of EUFOR, including the Chief of logistics and Infrastructure, Wing Commander (GBR) Ian Tripp, attended the annual accreditation for Sarajevo International Airport (SJJ) by the International Civil Aviation Authority (IKO). The Exercise is one of the annual requirements for SJJ to meet its international accreditation status and demonstrated the responses required should an Airplane Accident occur within the perimeter of the airport, code named ‘Exercise Red Wing 6’.
On 24 October 2013, Commander (COM) EUFOR, Major General Dieter Heidecker, paid an inaugural visit to the Embassy of Slovenia in Bosnia and Herzegovina (BiH) and was warmly welcomed by its new Ambassador to BiH, H.E. Mr Iztok Grmek
During the informal talk, Ambassador Grmek, who took over the position on 13 September, expressed his determination to further strengthen the amicable relations that already exist between Slovenia and BiH, especially in the field of economic cooperation and in the process of EU enlargement.
During the period of 21 to 24 October 2013, EUFOR delivered an ‘Emergency Rescue from a Minefield’ Course Camp BUTMIR, Sarajevo.
The statistics showing mine accidents in BiH over the past year demonstrates that a real risk from mines still exists. During this course EUFOR trained ten soldiers from the Demining Battalion of the Armed Forces of BiH (AF BiH) to conduct salvage and first aid to mine victims.
On 23 October 2013, the Chief of Staff of EUFOR, Brigadier General József Szpisják, joined military personnel from both EUFOR and NATO HQ Sa on a war road march near Mountain Igman, BiH.
7 international military personnel from both EUFOR HQ and NATO HQ Sa in Camp BUTMIR marched 13km along a 40 km road. The road was the main supply route for Sarajevo during the 1992-95 conflict.
Major General Dieter Heidecker, the Commander (COM) of EUFOR visited H.E. Andrezej Krawczyk, Ambassador of the Republic of Poland, at their new Embassy in Bosnia and Herzegovina on the 23rd October 2013.
H.E. Andrezej Krawczyk said it was “very nice to host [COM EUFOR] in the new Polish Embassy.” He was briefed by COM on EUFORs current activities and described how EUFOR currently consists of 23 Troop Contributing Nations (TCNs), 18 from EU states and 5 from non-EU member states. He stated that this “demonstrated the commitment and interest from the International Community (IC) to support BiH” in its mission to maintain the Safe and Secure Environment, and provide training to their Armed Forces.
On 23 October 13, the Commander (COM) of EUFOR, Major General Dieter Heidecker paid a courtesy call on the Slovakian Ambassador, H.E. Ján Pšenica.
COM EUFOR visited H.E. Ján Pšenica, Ambassador for Slovakia and briefed him on the current activities of EUFOR in support of its over-arching mission, to work alongside BiH authorities and maintain the Safe and Secure Environment in BiH and to provide support to the training of the AF of BiH.
On 21 October 13, as part of its Capacity Building and Training (CB&T) programme, EUFOR commenced a Mine Risk Education Instructors Course at Camp Butmir, SARAJEVO. EUFOR directly contributes to the realization of the Bosnia and Herzegovina Mine Action Strategy 2009-2019 by conducting Mine Risk Education (MRE) in cooperation with the Armed Forces of BiH (AF BiH). It is necessary to train and accredit instructors for MRE lessons to ensure the future capacity and capability of the AF BiH.
On 17 October 2013, Brigadier Milan Obreza, the Director of the Slovenian Joint Operations Center (JOC), attended an office call with COM EUFOR, Major General Dieter Heidecker. The JOC is responsible for the command and control of all Slovenian troops deployment all over the world in their participation in NATO and EU led Peace Support Operations (PSOs).
On 16 October 2013 His Excellency Mr. Fredrik Schiller, Ambassador of Sweden in Bosnia and Herzegovina (BiH), paid a visit to Camp BUTMIR for an Office Call with the Commander (COM) EUFOR, Major General Dieter Heidecker. The Ambassador and COM EUFOR discussed EUFOR’s present role in BiH, and the importance of the continued provision of a safe and secure environment to ensure that the country has the smoothest possible route to future success and European integration.
