NATO and EUFOR are responsible employers. According to information at our disposal, the individuals gathering in front of Camp Butmir Main Gate today are former employees of Troop Contributing Nations of the IFOR, SFOR and EUFOR Missions.

NATO and EUFOR opened a Claims Commission process to arbitrate the various claims that exist. The Commission consists of trained legal professionals. There are approximately 500 hearings currently scheduled. The function of the hearing process is to provide a claimant with an opportunity to be heard, take evidence, and to render a fair and accurate decision. If a claimant would like to appeal a Claims Commission decision they may do so via an Arbitration Tribunal. This tribunal is guided by internationally recognized rules of arbitration. Every effort is made to resolve claims by the Commission and Tribunal. These can take time; however, every individual claim must be afforded due process.

Today’s protest is arguably not in reference to dissatisfaction of the results of respective hearings, but in support of cases being dealt with in a more expedient manner. The Claims Annex to the Technical Arrangement continues to be followed. NATO and EUFOR work with both the Federation of Bosnia and Herzegovina and the Republika Srpska to appoint more members to the Claims Commission and the Arbitration Tribunal to improve and increase the frequency of hearings. This is an issue that NATO and EUFOR consider to be of continued importance.
